General Club Pass Adopted for League Play Spring '19

As voted by a vast majority at the Leagues’ December Presidents’ meeting, LIJSL will adopt the use of General Club Pass for League Play beginning with this coming spring season.

Players from a different team may now be added to the game day roster, and play for another team, in the same club, if they are age-eligible (based upon current league age group limits, See Below).

Use of General Club Pass will now be available for all age groups, U9 through U19 for league games only (replaces ‘pool play’ for U9 – U12).

Please note that this should not be used as a tool to gain a competitive advantage

General Club Pass will not be adopted for 2019 LI Cup Play.

Please see specific LI Cup Rules regarding eligible players, team rosters.

With the initiation, use of General Club Pass for League Play this spring season, please note the following:

Individual Club Rules Apply

Each member club maintains authority for and oversight regarding any of their team’s use of General Club Pass.

Any questions regarding use of General Club Pass must be referred to your club.

Club Player(s)

  • As communicated at the Presidents meeting, designation and use of a Club Player(s) remain an available tool for clubs and their teams.
  • A Club Player is a specifically designated player(s), rostered to another team in the same club, and that also appears on that other team’s roster (with CP designation)
  • The player also has a specific (laminated) pass for that other team, as well as their pass on their original team.

For Spring ’19, maximum number of Club Players remains five (5) per team.

Again, Individual Club Rules apply and all questions regarding use of Club Player(s) must be referred to your club.

Club Pass is a tool used effectively across the US Soccer youth landscape

This tool has been in existence for some time and is currently used in numerous national, regional and sectional platforms. The US Youth National League, US Youth National League EDP Conferences, US Youth National Championships & Presidents Cups, ENY State Cups and ENY/EDP Premier Leagues, have all utilized this tool for the benefit of participating leagues, clubs, teams and players.

Adoption of General Club Pass will now specifically offer our member clubs greater flexibility in managing their teams and facilitating game day rostering to;

Improve Player Development

  • Cover player shortages due to injuries, other issues (i.e. scholastic conflicts)
  • Compensate for errors in team formation process
  • Accommodate individual players unique developmental progress (or regression)
  • Promote, develop “club culture’ vs a specific “team culture” (particularly for developmental age groups)

Again, the use of General Club Pass is not intended to be, nor should it be a tool to gain a competitive advantage.
